What is Cosmetic Product Safety Report (CPSR)


Let's start with the basics. The CPSR is an integral component of the Product Information File (PIF). Every cosmetic product sold in Europe must have PIF compiled (more on PIF in the upcoming blog posts).


In short, CPSR is a critical review of the safety of cosmetic product. It has two parts: Part A – Cosmetic product safety information and Part B – Cosmetic product safety assessment.


  • Part A is a compilation of the available information about your product and must include data on the composition, physical and chemical properties of the ingredients used, the toxicological profile of the ingredients and finished product, any impurities present, microbiological quality, information on the packaging used and also on the exposure to the cosmetic product, its usage, and any undesirable effects reported. The information contained in Part A allows suitably qualified cosmetic safety assessor to draw a conclusion on cosmetic product safety.

  • Part B includes the assessment conclusion and scientific reasoning behind it. It also contains labelled warnings and instructions for use and the assessor's credentials and approval of Part B.


It is very important to note that the cosmetic safety assessor responsible for CPSR preparation and sign-off must be suitably qualified in accordance with EU regulations.

Why is CPSR an essential component of your cosmetic business success in Europe


There are several reasons why cosmetic product safety report, sometimes called cosmetic product safety assessment, should be treated as an integral part of your cosmetic business road to success. It is as important as a business plan, cash flow or social media!

In comparison to pharmaceutical regulation, cosmetic regulation is much less demanding, but at the same time sufficient to ensure safety and innovation in the cosmetic field. If we all follow the current rules we can hope the lawmakers will not introduce more 'paperwork'.
